In November 2025, Regenerative California hosted a transformative two-day Attainable Housing Forum at Asilomar Conference Grounds. The passion and determination in the room were undeniable as we came together around the shared commitment to solve Monterey County’s middle income housing challenge — with a goal of developing 3,000 local attainable homes by 2030.

Over two days, the group moved from ideation to action — broadening our shared understanding of Monterey County’s housing challenges, testing feasibility with real sites and partners, and mapping the resources and innovative financing pathways that can make new projects possible. Together, we surfaced powerful levers for unlocking a pipeline of attainable homes, and are now positioned to move forward.

Debrief Webinar & Forum Report
Following the Forum, Regenerative California hosted a virtual debrief webinar to share emerging proposals and next steps with the broader community. This session summarized the event, reported out on actionable items, and laid the groundwork for next steps.
Forum participants affirmed and validated a shared target: 3,000 attainable homes built and occupied in five years.
This goal is not a finish line—it is a catalyst. It compels the region to push past California’s complex regulatory, financial, and infrastructure constraints to redesign the systems that shape land use, capital, and demand so Monterey can produce far more housing in the years ahead.
The work doesn’t stop here.
In the new year, Regenerative California will lead Implementation Sprints to help launch impactful opportunities. At the close of the Forum, working groups were established to implement a design and scope for a capital fund for attainable housing, a land collective to help identify and accelerate opportunities for housing, and a master list of planning, permitting, and utility approval pain points to inform a proposal for streamlined, coordinated, and replicable processes.

Attainable Housing Initiative
Regenerative California has been hard at work to create proof points for a regenerative economy in agriculture, the blue economy, and attainable housing.
Monterey’s 2025 Attainable Housing Initiative is a unique, community-driven initiative focused on activating a new pipeline of “missing middle” housing (80–150% AMI) by engaging builders and developers who are demonstrating how to bring costs down with landowners and employers who are ready to act.
